Raw Joseph Scheuer (1920-2002) prägte die Religionsschule der Israelitischen Gemeinde Basel für ganze Generationen von Schülern, war aber auch Mitgründer eines Kibbuz in Israel. Joseph Scheuer wurde 1920 als erstes von vier Kindern von Chaim-Zvi Scheuer und Sarah, geb. Milberg-Preis, in Deutschland geboren. Nach erzwungenem Schulabbruch besuchte er eine Jeschiwa in Frankfurt am Main.
Mit 16 Jahren wanderte er nach Palästina aus. In Israel war er Mitbegründer des Kibbuz Emunim (heute Ein Hanatziv) in Beit Schean. Dort lernte er seine spätere Frau Nicha Aiba, die Tochter eines Schriftgelehrten, kennen. Die beiden heirateten 1942, es war die erste Hochzeit in diesem Kibbuz. Dort wurden auch die beiden Töchter Michal und Nitza geboren. 1948 übersiedelte er mit der Familie nach Haifa. Er bildete sich weiter, holte die Matura und das Lehrdiplom nach. Anschliessend ordinierte er. Und er unterrichte als Gymnasiallehrer. 1959 erfolgte der Umzug in die Schweiz, wo er eine Stelle als Lehrer der Schomre Thora in Basel antrat. Nach vier Jahren kehrte er nach Petah Tikva zurück und studierte Bibelwissenschaften.
Es folgten weitere 25 Jahre in der Schweiz, wo der der Pädagoge und Rabbiner als Religionslehrer in Basel wirkte. 1996 kehrten Joseph und Nicha Scheuer (gest. 1997) nach Israel zurück. Der frühe Tod der älteren Tochter Michal am 27. Februar 1987 traf die ganze Familie hart. Die jüngere Tochter Nitza Katz-Bernstein ist klinische Psychologin an der Tel Aviv University und lebt in Zürich.
